### Current blocker evidence

- **ACV-099:** All ten Guardian physical identities remain open. An ensemble regression cannot begin until ten versioned identity contracts and accepted reference hashes exist.

## Reopening procedure

1. Record the named human or qualified-review evidence outside the generated campaign data.
2. Update the closest source-of-truth identity, lore, character, or world record through its authorized process.
3. Revise the affected engine-neutral contracts and increment the campaign version when visible meaning changes.
4. Rebuild and verify. The decision register must either remove the affected job ids or bind them to a new explicit gate.
5. Compile new content-addressed provider manifests. Never reuse the manifests or prompt hashes from the blocked state.
6. Obtain a fresh machine preflight and narrow execution grant before any image call.

Keeping an absence, declining a depiction, or requiring more review is a valid decision. If that changes the campaign's exact 100-image target, record a campaign supersession rather than manufacturing a substitute in secret.
