The history
Draeven occupied a refuge harbour to build a blockade that will isolate the frontier. He punishes sabotage by sounding feeding alarms near escape boats, a cruelty his own work crews have learned to document and exploit.
A presence in the world
Depends on pressed shipwrights, tide tables and sound hulls. His grapnels redirect existing loads; he cannot conjure infinite chains or command the harbour animal.

Void Ascendants, Blackwake occupation fleet.
Rivalry
The Keelbreaker destroys hulls when launch work grows loud. Draeven uses that danger against captives but cannot keep the predator away from his flagship’s resonant keel.
The first encounter
A capstan stops turning, though the men pushing it do not. At the far end of the chain, the admiral tightens one gloved hand and asks which shipwright cut the brake.
Body and movement
Tall heavily built middle-aged human man with close-cut dark beard, storm-black long coat, salt-white sash, one long chain with a grapnel in each gloved hand, practical weathered shoulder protection.
Wet wool, blackened steel chain, rough leather and sea salt.
Wide braced stances support two different grapnel lines. A slack chain signals a swing; a fully tensioned line signals a pull that changes the arena load.
Encounter design
Break the launch timetable, free the pressed crews and defeat or capture the occupying commander.
The arena
A wet launch deck around a suspended keel, three capstans, two evacuation gantries and tidal sea gates.
Phase 1
Two anchors

- The challenger reaches the launch deck.
- Action
- One grapnel sweeps low while the other anchors a pull; chain tension reveals which attack is active.
- Counterplay
- Step over the slack low sweep, stay clear of the taut line and close on the hand committed to the capstan.
Phase 2
Load released
- Trigger
- A launch brake is sabotaged or the first capstan is seized.
- Action
- He releases a suspended brace to split the deck, then swings to the surviving gantry.
- Counterplay
- Watch the brake pin and load shadow, secure the evacuation side first and follow only after the brace stops moving.
Phase 3
No fleet to command
- Trigger
- The premature launch blocks the fleet channel.
- Action
- He attempts to seize an evacuation boat with both grapnels, abandoning his stable stance.
- Counterplay
- Cut or unhook the exposed lines, use the tide to pull him off the boat route and resolve the final close fight on the pinned gangway.
The cost of failure
A completed launch establishes the blockade and strands part of the frontier convoy. The campaign continues through a harder land route rather than resetting the fleet.
What remains
Freed crews retain the arsenal and testify to the occupation. Seized orders identify the exterior bridge interdiction as the second half of the same campaign.
