The scene conveys migration pressure and three route types. Fish passage heights, structural loads and continuous navigation need a separate playable layout; the painted falls are not an engineering specification.

Seven inhabited river basins turn a migration into a gauntlet. Find the closed passage, learn the keeper's routes and give the river back its way through.
The stair began as a series of natural travertine shelves. Keepers added narrow fish passages, service ledges and adjustable gates rather than replacing the whole river with one wall. Houses grew beside the work. The place is both habitat and public infrastructure.
A new toll administration closed the side passages to concentrate fish in licensed sorting pools. The main falls still ran, so visitors assumed the river was healthy. Boat attacks revealed the cost long after the first spawning season failed. The missing maintenance boards were sold to repair the Tribunal's private cisterns.
Seven broad stepped basins, a cliff-side maintenance stair, inhabited crossing gantries and a low service channel. The useful fish passages run beside the main falls; closed gates break the route even while water continues downstream.
A restored passage changes the next season as well as the next crossing. The closure order and repair receipts can become evidence against Othrek; destroying them may win the fight while losing the public case.
Trace water and movement separately. A visible waterfall does not prove that fish, boats or people can pass it safely.
Restore a continuous migration route, move the last supply boat and preserve one dry civilian exit through the changing water levels.
The keepers reopen a route between settlements and provide a portable current marker that reveals surface-flow changes when deployed. It supports observation rather than solving navigation automatically.
A storm raises the lower basin before the repair is finished. Reuse the learned route logic with one bridge lost and a family waiting on the wrong bank.
